Act
If a rule gets violated over and over again, and the child does know what the rule is, then actions instead of words are called for. In the example of the marking pens, if Margo knows she is not to bring the pens into the living room and does so anyway, then have her help you gather the pens or gather them yourself and remove them. When she beings to complain (a high probability) ask her what the rule about marking pens is.
